Issue descriptionChrome Version: 56.0.2924.87 OS: Mac What steps will reproduce the problem? (1) Download an image e.g. from http://imgur.com/gallery/jhcN1Ke (2) Keep download bar open (3) Mac > Preferences > Keyboard > Shortcuts > Full keyboard access > All controls ON (4) Open a NTP, and use Tab key to go to download bar (5) When a download chip is focused, try to open the menu from the down triangle What is the expected result? Keyboard access to the down triangle What happens instead? Unavailable
