[A11y Assessment - Bookmark bar] Context menu for bookmark bar cannot be opened with keyboard navigation

Issue description

Chrome Version:  56.0.2924.87
OS: Mac

What steps will reproduce the problem?
(1) Mac > Preferences > Keyboard > Shortcuts > Full keyboard access > All controls ON
(2) Cmd+L, and Tab to a bookmark on bookmark bar
(3) Try to open the context menu e.g. to remove

What is the expected result?
Be able to open the context menu

What happens instead?
Keyboard gesture unavailable

Same issue on the added platforms

What steps will reproduce the problem?
(1) F6 or Search+6 to focus Omnibox
(2) Ctrl+Forward on the top keyboard row to move to bookmark bar
(3) Try to open the context menu to remove a bookmark item on the bar

I can access this menu by pressing f6 to get to the bookmarks bar, tabbing to a bookmark, and pressing the applications key.
