[A11y Assessment - Omnibox] Location bar icons (right hand side, except for bookmark icon) cannot be reached with keyboard navigation

Issue description

Chrome Version:  56.0.2924.87
OS: Mac

What steps will reproduce the problem?
(1) Mac > Preferences > Keyboard > Shortcuts > Full keyboard access > All controls ON
(2) Go to https://mixed-script.badssl.com
(3) Try keyboard-access to the shield icon
(4) Cmd+L to focus Omnibox and tab or shift-tab

What is the expected result?
Keyboard access to icons on the right hand side of Omnibox

What happens instead?
Keyboard access unavailable

Clarification on c4: No issue on Win,CrOS, and Linux

Re-tested on Win,CrOS, and Linux, and the omnibox icons are accessed via keyboard. Removing OS labels and c4 (copied below). 

c4 (deleted / invalid):
Same issue on the added platforms

What steps will reproduce the problem?
(1) Go to https://mixed-script.badssl.com
(2) Try keyboard-access to the shield icon
e.g. F6 or Search+6 to focus Omnibox and tab or shift+tab to try to access to shield icon to open the detail popover

What do you mean by "shield icon"? I'm not sure what that is.

The shield icon appears on the example scenario https://screenshot.googleplex.com/wzhne0VRhKR.png.

To clarify, the bug is about all the icons displayed inside the right-hand-side of the omnibox on Mac. The shield icon is one of the instances.

Question, and maybe this should be a separate bug - Laura A was looking at an icon that confirms that a credit card has been saved. The icon has the text "Card saved", which slides in and then out. Should "Card saved" be spoken as an alert? Is this true for all icons that appear on the right side of the omnibox? See issue 857325.
