Yup, this still applies to the local NTP. (This is actually part of the shared code.) Should be easy to change once UX and a11y folks agree on a color.

Contrast measured in c#5 should resolve since it's over 3:1.

If we want to get the contrast ratio up to 4.5, we need to pick a different color for the foreground or background. Picking that color is the remaining work so this should be assigned to hwi@ for now I think.
