[A11y Assessment - Toolbar Buttons] Strange focus behavior when trying to adjust zoom in Chrome more options menu with VoiceOver |

Issue descriptionChrome Version: 56.0.2924.87 OS: Mac What steps will reproduce the problem? (1) Enable VoiceOver (2) Press Ctrl L and then tab until you put keyboard focus on the more options menu, and press enter (3) Press Option Ctrl Right until you reach the zoom controls. Then press Option Ctrl Shift Down to interact with the controls, and press Option Ctrl Right again to move in between them. when I use VoiceOver to adjust the zoom level in this menu, by focusing the plus or minus sign and then pressing enter or space, when I do that, it closes the menu. However, when I use the mouse to do this, the menu stays open and the percentage changes to indicate the new zoom level. We need to ensure that if a user does this using the keyboard with VoiceOver on, that the menu will stay open, and the new percentage zoom is spoken as an alert.
