Issue descriptionChrome Version: 56.0.2924.87 OS: Mac What steps will reproduce the problem? (1) Press Ctrl L and then tab until you put keyboard focus on the more options menu (2) Press enter (3) Press down arrows until you reach the zoom controls and edit contrls When you open the Chrome more options menu, it's not possible to get to the zoom controls using just the keyboard, or to get to the edit, copy, cut, paste controls. I can do this using VoiceOver, but not only using the keyboard. There isn't visual focus indication there, and I don't believe those controls are keyboard focusable at this time.

I was able to make progress on this by having the "root" NSView we put into the menu have a control type "known" to AppKit. That has other downsides (like, not drawing correctly), but fixing this may be feasible with a lot more work -> https://chromium-review.googlesource.com/c/chromium/src/+/650149 (also for some reason it works for "zoom" but not for the "edit" items, which disappear for an as-yet-unknown reason)
