Can't view saved passwords from Chrome with sync passphrase enabled

Issue description

Chrome Version: 56.0.2924.87
OS: Android

1. I have Chrome Sync enabled for all categories, and have a custom sync encryption passphrase.
2. The list at
     Settings > Save passwords (on) > Passwords 
   shows the domain name and username, but not the password.
3. Tapping a list item opens "Edit saved account", which shows the username and domain name, but not the password. At the bottom are "Cancel" and "Delete" buttons.

Above the Passwords list in the "Save passwords" menu is "View and  manage saved passwords at passwords.google.com", but of course that site tells me I have to access my passwords through Chrome itself "on syncing devices", not the web.

I sign into Chrome with the same account I use to sign into Google web stuff. Same for Android and clank. Nothing unusual there. I can view & edit my passwords in desktop Chrome.

 Issue 623488  makes it seem like this is only the desired behavior when there is NOT an encryption passphrase, which makes sense. Suggesting Pri-1 since it 1) blocks me from viewing my passphrases on mobile, which makes Chrome not a universal password manager, and 2) directly contradicts the message at passwords.google.com... but obviously feel free to adjust.

Thanks for the report. Adding this feature is tracked as a launch bug 617602. We do not have any time estimates for this yet, I'm afraid.
I'm marking this as WontFix, because it does not make much sense to duplicate a feature request against a launch bug. Also removing the Cc-ed past intern who no longer works at Google and hence cannot receive updates on that e-mail anyway.
