Unable to reproduce the issue on Mac-10.12.2, Windows-7 and Linux Ubuntu-14.04 using chrome version 58.0.3022.3, 58.0.3026.0 and stable version 56.0.2924.87 with the steps mentioned in comment#0. Could you please try in a clean profile and let us know your observations if the issue still persists. Please find the attached screencast for reference. Thanks.

with a clean new profile, i cast the screen but the size exceeds the 10M limitation, see it on youtube though https://youtu.be/dLEcvPO09Pw after a while trying I finally found the possible way to reproduce it. it has something to do with the disable status of the extension items. - firstly, install as many as extensions, at least you can scroll up and down - with all of them enabled - scroll up and down, everything's okay - disable one, say the first one, scroll down and when you up back to the top, the disabled one is gone - disable another one, the gone one comes back - the more items you disable, the more possibility the page will go abnormal. - and if you disable the last few ones, you will never manage to enable them, because they are gone or the status's not right
