Currently, NQE stores the historical observation values (RTT, throughput) in-memory, and computes weighted median of the historical values to predict network quality.

NQE should experiment with extrapolating observation values (e.g., if RTT is increasing, then very likely it will keep increasing) as another statistic for predicting quality.
