Use connection subtype to establish an upper threshold on network quality |

Issue descriptionOn Android, For a given connection type (say 2G), it is possible to obtain the connection subtype. The performance of each connection subtype is upper bounded. NQE should use the connection subtype information to establish an upper bound on the network quality.
