Figure out why PrecacheFetcherTest.MaxBytesTotal is requesting 1 fewer resource than expected

Issue description

It's probably something minor, like the size of request/response headers pushing us over the byte cap sooner than my math accounted for. There's a small chance that, though it is a small difference here, it is a symptom of an issue which has much larger impact in real life.
