Create a shard for kevin

board:kevin has no shard.  All 61 DUTs are running their tests
directly on the master/drones.

The board is now MP, and the testing load matters.  So, create
a shard.

One additional note: A number of kevin-paladin runs have
failed due (essentially) to slow scheduler performance.

Adding next week's deputy and secondary for action.
