Enable Local Storage of Printers for users with Sync disabled

ModelTypeStore currently comes from ProfileSyncService for PrintersSyncBridge.  If --disable-sync is used, ProfileSyncService is always null.  To mitigate this, if ProfileSyncService is null, PrintersSyncBridge does not persist information to disk.  When we can obtain a ModelTypeStore while --disable-sync is used, use the ModelTypeStore to keep printer information locally.
