Chrome treat scrollbar as outside element of the DIV.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Create a DIV element with overflow:scroll. 2. Populate with a lot of content. 3. Add a Css hover effect to transform:traslate the DIV. 4. Try to scroll inside the created DIV. What is the expected behavior? Chrome needs to treat scrollbar as part of the DIV and don't loose the hover effect (like IE, Firefox, other browsers). What went wrong? Chrome treat scrollbar as outside element of the DIV and looses hover effect. Did this work before? N/A Chrome version: 56.0.2924.87 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Tested on Opera, Firefox and Internet Explorer, and the bug only happens on Chrome.

Here is a simple example, similar to what I have experienced: https://jsfiddle.net/y1rgdpga/ On hover, (in Dev Tools) inspecting the element seems to include the scrollbar. But when the mouse moves to the scroll bar, the hover event ends.

Hi All! In which version is fix?. I have installed Versión 56.0.2924.87 and the error is still present.
