Don't show VR Services update prompt to users with no VR

Issue description

WebVR API access on Android checks for up to date VR services and shows a prompt to the user to update.  

We should not show this prompt if the user has no VR device and therefore no need of the VR service libraries.

If we make it so that they don't get the update prompt doesn't show until they click an enter VR button, does that do the trick?
That addresses the main problem.

We may also want to only (cause sites to show) the Enter VR button if the user has used a VR headset (Cardboard or Daydream) in the past. We should probably file a separate issue to track that.

cwilso, do we want to add a check for the Cardboard app or Daydream before reporting that the device supports immersive sessions? 

Once  issue 695937  is resolved, we will only prompt when an immersive session is _requested_ (i.e., the user clicked an Enter VR button).
