Add desktop app does not work on Solus when disconnected from the internet

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. On the Solus OS, disconnect from the internet.
2. Navigate to app.sococo.com or any other website.
3. Menu->More tools->Add to desktop...

What is the expected behavior?
Add a desktop app for that URL even though there is no internet connection. That is what happens on other Linux operating systems.

What went wrong?
Nothing happens. No popup appears, the menu just goes away. The app is not in my system. The app does not show up inside Chrome at chrome://apps/

The reason I want to do this is as a workaround for a missing feature. Sometimes when I try to add an app to a website, I can't get it to start at the correct URL. The URL gets redirected before I can create the app. Normally the redirected URL works fine at first. But as the website changes over time they may start redirecting to a different URL, and the originally redirected URL no longer works or is no longer appropriate or intended. I would like to be able to manually edit the URL from the chrome://apps/ page, but fixing this bug would be a good workaround.
