Show overlay scrollbars when switching windows |

Issue descriptionChrome Version: 58.0.3023.0 OS: Linux What steps will reproduce the problem? (1) turn on Overlay Scrollbars, open a page has scrollbar (2) focus to other window (3) re-focus to chromium What is the expected result? I am not sure What happens instead? Overlay Scrollbars flash.

Playing with Android, it appears that scrollbars appear & fade out whenever the app is first focused. It seems reasonable for us to do the same thing. +sgabriel -- thoughts?

tbuckley@ I did not see scrollbars appears & fade out whenever the app is first focused on Android Chrome but I see it on Gmail. Do we need same behaviors for tab change(Aura/Android)?

Interesting. Happy to try that on window focus, not sure if we want to replicate that for all tab switch within Chrome. Seems a bit heavy-handed.

Ok, let's start with just window switches and see how it feels. It's actually pretty subtle on Android, so I could see it working okay for tab switches too.

For now, this flash is caused by a bug https://bugs.chromium.org/p/chromium/issues/detail?id=696717 . I will fix that and implement this one later.

It seems that scrollbars no longer flash when switching windows (59.0.3041.0)

tbuckley@ This is a bug for handling mouse up event incorrectly. I filed in https://bugs.chromium.org/p/chromium/issues/detail?id=696717. Show overlay scrollbars when switching windows is not implement yet.
