Remove HTMLVideoElement#webkitDecodedFrameCount/webkitDroppedFrameCount?

Issue description

Those APIs are non-standard. WebKit has them but Gecko doesn't. Should we be removing them or standardize them (if we standardize them, we should unprefix the them too).

Should this be blocked on shipping some standard API to do the same thing?
