Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.37.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.75 Safari/537.36
Platform: 9202.37.0 (Official Build) beta-channel lulu

Steps to reproduce the problem:
1. Open two windows
2. Maximize first window
3. Focus second window
4. Drag second window to edge of screen OR press Alt+[ or Alt+] twice

What is the expected behavior?
The second window takes up a approximately quarter of the screen, and stays there even when the first window is changed with another window.

What went wrong?
The second window will only snap to half of the screen.

OS Version: 9202.37.0

Docking window feature is been disabled  from  M57 onwards.
