 Bug 695780  (flakiness in DeviceLocalAccountExternalPolicyLoaderTest.ForceInstallListSet) *might* be caused by the same CL.

Sorry for the breakage.
Strangely, I did not see this test failing in any of the tryjobs before landing the CL.
And I though (wrongly) that the other one (in  bug 695780 ) stoped failing after the last patchset.
I fixed these two and created https://codereview.chromium.org/2720513003/.
