Accounts for account consistency should not look disabled

Project Member Reported by jlebel@chromium.org, Feb 24 2017

Issue description

OS: Linux/Windows

What steps will reproduce the problem?
(1) Enable account consistency
(2) Open the profile switcher menu
(3) Show the account list related to the account consistency

What is the expected result?
If there is no reauthentication required, the account should not be clickable and should not look like it is disabled

What happens instead?
If there is no reauthentication required, the account is grey, it looks disabled.
