Issue descriptionChrome Version: 58.0.3022.0 (Official Build)55a8e3f7414855960a20135217d32de930466f3d-refs/heads/master@{#452713} (32/64-bit) OS: Windows (7,8,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1) What steps will reproduce the problem? 1) Launch chrome, navigate to chrome://network-error/-105 and observe. Unwanted dotted line is seen for DNS address text. No such dotted line should be seen for DNS address text. This is a Regression issue broken in M-58 series, will soon update other info Manual bisect: Good build: 58.0.3018.0 Bad build: 58.0.3019.0

Thanks for raising, my personal thought is this is acceptable as otherwise users have no way of knowing there is extra info here. I'll double check with our visual designer on look and feel. @bettes, what do you think of the abbreviation dotted line?

Able to reproduce the issue on mac os 10.12.2 using chrome canary M59 #59.0.3046.0 . @Could someone please provide us an update on this issue. Thanks!

Communicated with bettes and it's working as intended. As mentioned previously in #3 if there isn't any styling, users don't know there is a tooltip there.
