Regression: Weird extra space is seen under 'On Startup' section.

Issue descriptionChrome Version: 58.0.3022.0 (Official Build)55a8e3f7414855960a20135217d32de930466f3d-refs/heads/master@{#452713} 32/64-bit. OS: Windows(7,8,8.1,10), Mac(10.11.6, 10.12.1, 10.12), Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/onStartup and select 'Open a specific page' radio button. 2. Click on 'Add a new page' button to open 'Add a new page' overlay and resize the browser to it's extreme left. 3. Now, drag the horizontal scroll bar to it's extreme right and observe. Weird extra gap is seen behind the 'Add a new page' overlay. No such space should be seen behind the 'Add a new page' overlay. This is a regression issue, broken in M-54 series, below is manual regression range. Good build: 54.0.2810.2 Bad build: 54.0.2811.0 Kindly review the attached screen-cast for reference.
