Regression: Weird extra space is seen under 'On Startup' section.

Issue description

Chrome Version: 58.0.3022.0 (Official Build)55a8e3f7414855960a20135217d32de930466f3d-refs/heads/master@{#452713} 32/64-bit.
OS: Windows(7,8,8.1,10), Mac(10.11.6, 10.12.1, 10.12), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/onStartup and select 'Open a specific page' radio button.
2. Click on 'Add a new page' button to open 'Add a new page' overlay and resize the browser to it's extreme left.
3. Now, drag the horizontal scroll bar to it's extreme right and observe.

Weird extra gap is seen behind the 'Add a new page' overlay.
No such space should be seen behind the 'Add a new page' overlay.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2810.2 
Bad build: 54.0.2811.0

Using the per-revision bisect providing the bisect results,
Good Build -- 54.0.2810.2 (revision : 408294)
Bad Build  -- 54.0.2811.0 (revision : 408553)

You are probably looking for a change made after 408494 (known good), but no later than 408495 (first known bad).
