Google Chrome not rendering pages OS X Sierra MacBook Pro 2011

Reported by mullie...@gmail.com, Feb 24 2017

Issue description

Chrome Version : <from About Google Chrome/Chromium>
URLs (if applicable) :
OS version : <from About This Mac>
Behavior in Safari (if applicable): safari works fine
Behavior in Firefox (if applicable): not tested

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/602.4.8 (KHTML, like Gecko) Version/10.0.3 Safari/602.4.8

Steps to reproduce the problem:
1. OPEN CROME - browse on the Mac OSX Sierra.
2. close the lid of the laptop. wait next day to use the computer?
3. browse chrome again, open tabs and use the search bar.

What is the expected behavior?

What went wrong?
the expected behaviour is a rendering issue causing the browser to be unable to display content, the loaded pages are black and cannot be displayed properly.
when using the touchpad to pan around the page some white blocks can be seen to.

Is it a problem with a plugin? - No

Did this work before? - Yes before OS X Seirra upgrade

Chrome version: <Copy from: 'about:version'> Channel: stable
OS Version: OS X 10.12.3
Flash Version:

chrome is totally unusable and the only fix to the problem is force quitting chrome then restarting chrome again. This will make the problem go again until you close the lid again.

Is this also a dupe of crbug.com/631485?
"GPU process was unable to boot: Features are disabled on full but not preliminary GPU info."
"Intel HD 3000 driver crashes frequently on Mac"

So we're looking at a machine with an HD 3000, we can't start the GPU process, and we're in software-only compositing, which still runs into problems. Lots of GL errors in DisplayCompositor. "glBindTexture: target was GL_FALSE". Which seems like glGenTextures is failing.
