Regression: Flickering of badge icons is seen and page keeps on loading in smallpdf.com

Issue description

Chrome Version: 58.0.3021.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and Go to https://smallpdf.com/compress-pdf
(2)Drop any pdf page, let it upload and observe

Expected: Page should not be in forever loading state and badges should not flicker.
Actual: Instead badges flickers and page keeps on loading.

This is a regression issue broken in M58.

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 448927 (known good), but no later than 448928 (first known bad).

Able to reproduce the issue on Mac 10.12.3 using 5.0.3021.0.
The badges on the page, Page icon on the tab, refresh/reload button of the tab are all flickering continuously.

Status: WontFix (was: Assigned)
It's a site bug exposed by my CL.  Firefox has the same behavior.
