Md-settings page navigation is not proper, after clicking on ‘Manage MIDI settings…’ from permission bubble

Issue description

Chrome Version:58.0.3021.0 (Official Build) Revision 24ff81d5bbced05323d0ea9a56b3cac756015c7d-refs/heads/master@{#452347}
OS: Windows (7,8,10), Mac OS X(10.10.5, 10.11.4),Linux

Pre-condition: MD-settings should be By default.

What steps will reproduce the problem?
1. Launch chrome and navigate to https://permission.site/
2. Click on ‘MIDI’ button,Allow it from permission bubble, then click on MIDI icon seen in Omnibox (bubble is seen)
3. Click on ‘Manage MIDI settings…’ button and observe.

Actual: Page should navigate to chrome://settings/content/midiDevices after step 3.
Expected: Page does not navigate to chrome://settings/content/midiDevices.

This is non-regression issue, chrome://settings/content/midiDevices page is introduced in ‘M 58’ (58.0.3015.0)
