Win+Esc (Magnifier quit shortcut on Windows) is not working correctly in fullscreen mode on YouTube

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open any video on YouTube
2. Press F to open the video in fullscreen mode
3. Press and hold the Windows key then press the plus key (+) to launch the built-in screen Magnifier
4. Press Win+Esc to quit screen Magnifier

What is the expected behavior?
We must stay in fullscreen mode while watching a video on YouTube, like in Opera web browser

What went wrong?
After pressing Win+Esc, Magnifier is closes and we leave fullscreen mode =(

Did this work before? No 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

If I interpret the source code correctly, Chrome doesn't check for any modifiers at all currently: https://cs.chromium.org/chromium/src/chrome/browser/ui/exclusive_access/exclusive_access_manager.cc?l=131&rcl=5fa975c1785e2a47c96471691447846d1be8b51d

Tested the issue on chrome Stable #56.0.2924.87, Canary 58.0.3028.0 in Windows 7 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M30 #30.0.1549.0, Making the status to Untriaged so that the issue would get addressed.

Note : Windows specific issue.
