Logdog logs don't load on the background |

Issue descriptionExample: https://build.chromium.org/p/tryserver.chromium.linux/builders/linux_chromium_asan_rel_ng/builds/317397 middle click on say any 3 logdog [stdout] logs. Wait about 5 seconds. Expectation: The log should be there, ready to view. Actual: The log doesn't appear until the the tab is loaded into the foreground. I suspect polymer may be starting on the wrong set of hooks or something.
