Pixel fails WebGL conformance2/rendering/uniform-block-buffer-size.html

Issue description

Wrong error type in some cases. Sometimes differs between first and second load?

Chrome tracking bug for what appears to be a driver bug.

Test cases disabled in WebGL 2.0.0:

It's not 100% clear whether this is a driver bug, or if the test is actually triggering two error cases (meaning both INVALID_VALUE and INVALID_OPERATION would be correct).
This test was seen to flake on Pixel on 2.0.0 after the test case was modified to work around the issue.

Oops, edited the wrong issue.

This shouldn't actually be ExternalDependency. I never filed a bug about it.
 Issue 906743  has been merged into this issue.
