Set up recipe autoroller for fuchsia

Issue description

Discussed in an email thread. This should help keep recipe_engine up-to-date in fuchsia repos.

It'd be useful since today we have to roll recipes-py manually.

I see. I think you can do this yourself:
add fuchsia's luci-config proejct id here: 
https://cs.chromium.org/chromium/infra/recipes/recipes/recipe_autoroller.py?q=recipe_autoroller&sq=package:chromium&dr=C&l=25
and grant recipe-roller@chromium.org account upload + CQ+1/+2 rights in your Gerrit ACLs.
So I don't think that's going to work right now because our URLs are odd right now: https://chrome-internal.googlesource.com/infradata/config/+/master/configs/luci-config/projects.cfg#323 while the recipe_autoroller module takes that URL as is and assumes it's a repository URL.
