What steps will reproduce the problem?
(1) Go to any website
(2) Long-press non-editable word
(3) Clear selection by tapping away
(4) Long-press same word

What is the expected result?
Handles should only be shown after finger is raised from screen

What happens instead?
The first time you long-press the word the handles show up only after removing finger from screen. The second time there is a flicker of the handles.
