Chrome and screen readers: Underline format is not read

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Using a screen reader (Jaws 17 or NVDA 2017.1) enable format reading and go to the attached document. 2. Have the screen reader read the sentence. 3. Notice that the screen reader reads the format for bold and italic elements, but not underline. What is the expected behavior? The screen reader should be able to read the underline format. What went wrong? First, enable the screen reader to read formats: Jaws 17: Insert+Alt+S and select the "ProofReading (Attributes and Font Info)" option. NVDA 2017.1: Preferences > Docuemnt Formatting and then check "Report Font Attributes" When it is reading the information it completely skips reading the underline format. If there are two formats present, ex bold and underline, then only the bold format will be announced. Did this work before? N/A Chrome version: 56.0.2924.87 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 24.0 r0 Tried this in Chrome and Firefox using NVDA and Jaws. Firefox read the underline information in both screen readers. Chrome did not. Tried with Chrome 56 (windows 7) and 58 (windows 10)

I believe this is related to another bug where we don't turn on the new accessibility modes for inline text boxes and screen reader even though IA2 APIs have been called.
