Because Arc++ uses a different version of Mojo than Chrome, we must have legacy messages in mojo::edk::Channel so current versions of Chrome can communicate with Arc++.
Once Arc++ has been updated to the more recent message with versioning, we should clean-up Channel and remove the Legacy message support.
