VirtualKeyboardRootWindowControllerTest.EnsureCaretInWorkAreaWithMultipleDisplays and VirtualKeyboardShowOnSpecifiedDisplay fails in mash

Note sure if this indicates the test needs to be updated for mash, or a more fundamental problem. Most likely because keyboard isn't supported, 646565.

These tests use DisplayManagerTestApi::SetTouchSupport, which doesn't work in mus/mash. For the mus case we should make SetTouchSupport work, for the mash case the fix will be more involved (because it needs the keyboard, which is totally different in mash).
