Incorrect Scaling Displayed for Landscape PDFs

Issue description

Chrome Version: 56+
Turn on "Print Scaling" feature.

What steps will reproduce the problem?
(1) Navigate to landscape oriented PDF with uniform page size
(2) Open preview, and check Fit to Page
(3) Expand "More Settings" and observe "scaling" value

What is the expected result?
Scaling value displayed is the scaling value used to fit the document to page.

What happens instead?
Scaling value displayed is too small and does not match the actual scaling used.

Fix fit to page scaling display for landscape

Found there is a bug in the scaling value displayed when "Fit to Page"
is checked for landscape oriented documents due to the difference in
orientation between printable area and the document. Correct for
orientation in the fit to page scaling computation so that the correct
value will be displayed in the UI.
