Issue descriptionAinslie requested that we update the following string from Help make Chrome better by reporting the current settings. <a>View report settings</a> to Help make Chrome better by reporting the <a>current settings</a> *Note, there's no punctuation at the end of "current settings" in the expected case.

I started this at https://codereview.chromium.org/2722083003, but I am facing a problem where clicking on the link inside the paper-checkbox, opens the link but also toggles the checkbox (also reported at https://github.com/PolymerElements/paper-checkbox/issues/114). Do we have a solution for this?
