Alert on media.tough_video_cases?

Project Member Reported by benhenry@chromium.org, Feb 23 2017

Issue description

From bug: https://bugs.chromium.org/p/chromium/issues/detail?id=689678#c29

"""
Actually the win-zenbook was affected - https://chromeperf.appspot.com/report?sid=dcc39649035ed99d76e262301b8dd3e5fd46ac3d3f22335592ed12ec1ddc0852&start_rev=433947&end_rev=452513

Do we not have alerts on this? Or was it just a small enough change to be in the noise?
"""

Should we alert on this metric - or who should own this?

The alerting pattern looks incorrect:
ChromiumPerf/*/media.tough_video_cases/*

Which would alert on:
ChromiumPerf/win-zenbook/media.tough_video_cases/vm_working_set_delta_size
Which isn't a summary metric (and if it were, the specific video may have been lost in the noise)

In the short term we should fix the pattern, but the other problem is that the memory metric these tests are using is deprecated. What's the timeline for porting to tbm2 and using the new memory infra metric?

I added "ChromiumPerf/*/media.tough_video_cases/*/*" to the Chrome Perf AV Sheriff config: https://chromeperf.appspot.com/edit_sheriffs

See our timeline in our Q1 OKRs: https://easyokrs.googleplex.com/view/videostack-team/2017/q1/. It's possible some of the work will be pushed to Q2, but johnchen@ is working on it 100% of his time, so know that we are prioritizing it.
