Move HTMLBodyElement event handlers to HTMLElement

These event handler attributes should be inherited from HTMLElement (which implements GlobalEventHandlers), but have different behavior. See https://www.w3.org/Bugs/Public/show_bug.cgi?id=28166

What would be needed to fix this, I think, is a DEFINE_VIRTUAL_ATTRIBUTE_EVENT_LISTENER so that these event handler attributes on body and frameset forwards to window, while having the default behavior (setting event handlers on the the object as the attributes) elsewhere.
