Remove or standardize Window#screenLeft/screenTop

Project Member Reported by lunalu@chromium.org, Feb 23 2017

Issue description

Neither Gecko or WebKit has these APIs. Should we remove them?

Components: -Blink>HTML>Frame Blink>HTML
It looks to me like they're in all engines except Gecko.

Use counters are here:

https://www.chromestatus.com/metrics/feature/timeline/popularity/698

If spec'd they should go here:
https://drafts.csswg.org/cssom-view/#extensions-to-the-window-interface
Components: -Blink>HTML Blink>CSS
As implemented, they're just aliases of screenX/screenY.
Summary: Remove or standardize Window#screenLeft/screenTop (was: Remove or standardize Window#screenLeft/screenRight)
Status: ExternalDependency (was: Untriaged)

Given that these are in a majority of engines and are used on 15% of pages [1][2] we can't really remove these any time soon.
