Standardize or remove WebKitAnimationEvent

What is the measure result like, can we unprefix it and remove the prefixed API?

chrome/ and ui/ used webkit-animation and webkit-transition until very recently.

These could have distorted the statistics. When M59 is released, we should look at the use counters.
