Consider supporting Mach port rights in ScopedPlatformHandle

ScopedPlatformHandle encapsulates wrapping a POSIX file descriptor or Windows HANDLE. There may be some value in also supporting Mach send/receive rights. This is a tracking bug for any potential interest in that feature.
