position:sticky - Possibly incorrect behavior for block element inside inline sticky element

Issue description

Currently, a 'display: block' element inside a sticky 'display: inline' element will *not* stick in Chrome, but will in Firefox. Other contents of the sticky 'display: inline' element will stick (e.g. text).

Not checked Safari yet. Edge has no sticky support yet.

Need to check the spec to make sure which is the correct behavior here.

Safari: the whole of the repro (http://output.jsbin.com/huviyi) scrolls *including* the text. (If you remove the block element then Safari behaves properly, so it does support inline sticky in the naive case.)
