Chrome in kiosk mode would not accept F11 function defined within the web application

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. start chrome --kiosk http://ourwebapp 2. press F11 3. no response from the web app What is the expected behavior? by holding F11 key for more than 1 sec, the web app will response to F11 function properly, the function is implemented within the web app What went wrong? f11 key would execute the related function within any web app if chrome is started in kiosk mode WebStore page: Did this work before? N/A Chrome version: 56.0.2924.87 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 24.0 r0

@ pshpang: Could you please provide us with a web app URL of the issue which would help us to triage the issue further. Please find the chrome kiosk mode screen shot for reference. Could you please let me know if i have missed anything. Thanks in Advance.
