Regression:'View reported settings' text appears missing in chrome://md-settings

Chrome Version : 58.0.3021.0 (Official Build) 24ff81d5bbced05323d0ea9a56b3cac756015c7d-refs/heads/master@{#452347} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6, 10.12.1, 10.12), Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/reset
(2)Click on 'Reset'
(3)Observe the 'View reported settings text'

Actual:'View reported settings' text does not appear proper i.e text appears missing.

Expected:'View reported settings text' should appear proper.

This is a Regression issue broken in M-58,will soon update other info.

Good build:58.0.3020.0
Bad build:58.0.3021.0

Using the per-revision bisect providing the bisect results,
Good Build -- 58.0.3020.0 (revision : 451874)
Bad Build  -- 58.0.3021.0 (revision : 452347)

You are probably looking for a change made after 451903 (known good), but no later than 451904 (first known bad).
