Regression:Iron menu does not close after middle click in chrome://downloads

Issue description

Chrome Version : 58.0.3021.0 (Official Build) 24ff81d5bbced05323d0ea9a56b3cac756015c7d-refs/heads/master@{#452347} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6, 10.12.1, 10.12), Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to "chrome://downloads/"
(2)Click on "More options..." iron icon and middle click anywhere on the page.(Kindly refer the video)
(3)Observe.

Actual:Iron menu does not close after middle click.

Expected:Iron menu should close after middle click.

This is a Regression issue broken in M-58,will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build: 58.0.2992.0 (Revision: 445908).
Bad build: 58.0.2993.0 (Revision: 4446204).

You are probably looking for a change made after 445925 (known good), but no later than 445926 (first known bad).

Note : Able to reproduce the issue in Ubuntu 14.04,Win 10.0 and Mac 10.12.2.Able to reproduce in latest Canary #58.0.3021.0
