F11 to go fullscreen on 2nd monitor is all black

Project Member Reported by grt@chromium.org, Feb 23 2017

Issue description

58.0.3020.0 (Official Build) canary (64-bit)

Repro steps:
- plug external display into my thinkpad and configure Windows so it's the "primary" display
- F11 in any browser window
- screen goes black with only the "Press F11 to exit full screen" bubble visible
- F11 brings me back to where i was

Conversely:
- drag a browser window to the thinkpad's built-in display (the secondary display from Windows' perspective)
- F11 in the window
- revel in the beauty of fullscreen

More data: alt-tabbing to other windows makes the fullscreen window draw/become visible. Clicking on it to give it focus makes it go black again.

+CC some folks. Any idea what could be the cause here?

Adding Needs-Bisect in the hopes that TE can repro and bisect. Thanks.

Also tested with flash video "http://flash.flowplayer.org/demos/events/"

Didn't observe any black screen while changing into Fullscreen.

Attaching a screen-cast for reference.
grt@ could you please look into it and let us know your observations.

Huh. It's working today. I rebooted in between. The next time it happens I'll grab chrome://gpu to see if something is going on there. Thanks for trying to repro.

Dropping priority since it may be a problem with my machine.
