Regression : "No history entries found" text is missing when history is empty.

Issue description

Chrome Version : 58.0.3021.0 (Official Build) 24ff81d5bbced05323d0ea9a56b3cac756015c7d-refs/heads/master@{#452347} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6, 10.12.1, 10.12), Linux (14.04 LTS)

Precondition : Freshly install chrome.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history, observe the page.

Actual : "No history entries found" text is missing when history is empty.
Expected : "No history entries found" text should be seen when there is no history.

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.3020.0 
Bad build : 58.0.3021.0

Good build: 58.0.3020.0 (Revision: 451874).
Bad build: 58.0.3021.0 (Revision: 452347).

You are probably looking for a change made after 451940 (known good), but no later than 451941 (first known bad).

Verified this issue on Windows-10, Mac 10.12.3 and Ubuntu-14.04 using Chrome version #58.0.3025.5 as per the comment #0.

Observed that the fix is working as expected.
