Issue descriptionVersion: 58.0.3019.3 OS: Android Visit any directory on https://cs.chromium.org with a lot of content, e.g. https://cs.chromium.org/chromium/src/headless/lib/browser/headless_devtools_manager_delegate.h?dr=CSs Slowly try to scroll the left hand pane. You will find that when your finger is in the middle of the page scrolling works as expected, but towards the top and bottom the direction of scrolling is reversed. This feels really bad.

Woah, that is crazy. Feels like top controls are doing something crazy. Assigning to bokan@ to triage or take a look. You may need to zoom in to repro. It isn't just the left hand pane - it's scrolling the page as a whole, so as long as you're scrolling against the scroll extent, the code pane repros as well.

M67 checkin: sode search is fixed but I think the underlying issue still exists. Zooming in on http://bokand.github.io/695360.html and scrolling down shows the fixed bar moving in strange ways.
