Some keyboard operations can modify text selection without focus

Issue description

Chrome Version: 58 canary
OS: all

What steps will reproduce the problem?
(1) Open the following URL
  data:text/html;charset=utf-8,<div contenteditable=true>focus me</div><div tabindex=0>non-editable</div>
(2) Click 'focus me'  => 'focus me' has focus, and editable.
(3) Press TAB key => 'non-editable' is focused
(4) Press Backspace key, or Enter key

What is the expected result?
Nothing happens.

What happens instead?
Backspace/Enter edits 'focus me'.

⌘-v ⌘-x ⌘-z ⌘-b ⌘-i too.
Caret moving bindings like Ctrl-A Ctrl-E also moves caret position and focus back on the 'focus me' element.

Offline discussion:
We should add focus check to enable* functions in a case of CommandFromMenuOrKeyBinding.  Context menu commands should require focus as well as keyboard bindings.
