Ability to adjust mouse acceleration on Chromebooks and other mouse / trackpad controls

Issue description

Description:
More granular mouse / trackpad configurations such as turning off / on mouse acceleration. 
 
Use case:
Power users like to turn off mouse acceleration because it allows you to develop muscle memory when clicking on icons. Additional mouse / trackpad sensitivity controls will make things easier for those with wrist injuries to use chromebooks

Motivation:
Adjusting double click sensitivity will help users with wrist / finger strains. Being able to turn off / on mouse acceleration will allow users who prefer developing muscle memory to work faster. Mouse acceleration makes it impossible to develop muscle memory as the mouse positioning is dynamic. Gamers who play lots of FPS shooters, users with injured wrists and have difficulty controlling their mouse speed would benefit from turning off mouse acceleration. 

Existing workarounds:
None

Note https://bugs.chromium.org/p/chromium/issues/detail?id=411720 is kind of related but is not specific to mouse acceleration.
